Would withdrawing from the EU be detrimental to the UK?

"Yes. It would take time to negotiate a new relationship with the EU which would create uncertainty and put future investment in jeopardy. But the EU is in need of reform – something that the European Paper Industry recognised when it launched its BASTA campaign last year. A heavy and punitive legislative and regulatory regime has led to micro-management of the industrial landscape whilst at the same time the EU has failed to create a competitive energy market. This needs to change if we are to compete in the global market place."
